Update a diagram
Anyone who can edit the page can edit its diagrams. There is no separate permission and no separate tool.

You do not need to edit the page to edit the diagram. The diagram saves independently, which is why two people can work on the same page without fighting over it.
#A few things that catch people out
Editing the diagram creates a new diagram version, not a new page version.
If two people edit the same diagram at once, the later save wins and the earlier is kept in history. See Save conflicts.
A diagram in a page template is edited on the template, not on pages already made from it.
