Template indexing delay
A newly created diagram template is indexed before it shows up in the template picker, and that indexing takes a few minutes.
During that window the template exists and is perfectly valid; it simply is not listed yet.
#What you are seeing
You created a template and cannot find it in the picker.
You are rolling out templates to a team and they report the same thing.

#A few things that catch people out
This affects the picker only. The template page itself is complete and correct immediately.
The same delay applies to search results for the template.
Creating it twice is the common reaction, and it leaves a duplicate to clean up later.
