On a newly installed site the Subscribe panel says subscriptions "aren't available for this site yet".
#Why it happens
Subscriptions need the site's secure connection to Capable's service to be provisioned first. The panel says this activates automatically, usually within an hour.

Wait and try again. No admin action can speed this up.
