Excluding pages
Exclusion is by label. Add the label in Confluence and the page stops publishing on the next build.
There is no per-page toggle in the Sites interface, and custom exclude labels are not configurable.

This is your only tool for keeping a page off a public site. Page restrictions do not stop publication. If a page must not be public, label it or move it out of the published space.
#What excluding does
The page is not built, so it does not appear on the site or in the sitemap.
It takes effect on the next Update, like any other change.
Child pages are not excluded automatically. Label each one.
#A few things worth knowing
A custom exclude label field is stored per site but no screen writes it, so only the two built-ins work.
Removing the label republishes the page on the next build.
Excluding a page does not remove it from an already-promoted site until you promote again.
