A macro is missing from the picker
A macro you have used before that is no longer in the insert menu is nearly always one of three things.
Work through them in order.

Are you on the standalone app? | Most macro names there include the word macro. Search for "Cards macro" rather than "Cards" |
Has an administrator hidden the capability? | Hiding removes Formatting from the Capable navigation and byline |
Is it hidden for this space? | A space administrator can turn the capability off in one space |
Hiding does not stop existing macros rendering. If pages still show the macro but you cannot insert a new one, this is why. The macros also remain in Confluence's own insert menu.

Hard reload the page, then try a private window to rule out a stale cached bundle and browser extensions.
#A few things worth knowing
Two macros people look for here belong to other capabilities: links and numbered headings.
Numbered headings only appears once headings are configured on the page, which looks like it is missing.
A capability hidden site-wide beats any space setting.
