Folders keep your library tidy. Each library has a single flat level of folders. You can create, rename and delete them, and drag images between them. All three folder actions need the same permission as uploading.

Your folders are listed in the sidebar under Image library. The selected folder, here App Screenshots, shows its images on the right.

To create a folder, type its name in the box that appears at the foot of the folder list, just under your existing folders.
