What you are seeing
A page that uses an image is not listed under 'Used on Pages'
#Why it happens
Three possible reasons. The index has not caught up yet; the page is beyond the 25-page cap; or the reference was created by pasting a link that was never re-saved, so it carries no stored image id for indexing to find. Indexing also runs only on licensed sites, and outside production it is disabled entirely.
#What to do
Re-save the page to force it to be re-indexed. Remember that only Image reference macros are counted. Native inserted copies and gallery macros are invisible to this panel. The list shows at most 25 pages.
