You need a valid app licence for page statuses to stay up to date. Manual publishing still works without one.

#How

Publishing keeps page statuses current by watching what happens in Confluence: pages being created, updated, moved or copied, and restrictions changing. That only happens on a licensed site. If your licence is missing or has expired, statuses stop updating.

Better with company.
