The Disallowed domain links rule and the search Domains filter always return zero in the standalone Capable Quality app.

#Why it happens

Both read the indexed list of outbound link domains, which only the Links capability populates. And Links is not bundled in the standalone app.

Use the Capable Suite if you need domain blocking. In the standalone app the rule can be enabled and domains added but will never match anything.
