Capable Sites
The switch lives in the Sites app's own Integrations settings; the measurement ID and licence live in this app. You need both apps. Published views are always recorded as anonymous.

Published sites carry a loader script that reports into the same GA4 property, tagged with the Confluence space key, page id, page type and version so published views join in-Confluence views.
