Logged-out readers see a sign-in notice instead of the file.
#Why it happens
For an anonymous reader the app tries the public raw fetch and nothing else. Deliberately, so a stranger is never ambushed with an OAuth window. The notice intentionally does not name the repository.
#What to do
This only affects private repositories. If the content must be visible to logged-out readers, it has to live in a public repository.
