What you are seeing
Some readers see "You cannot view this PDF - you do not have permission to view this attachment".
#Why it happens
Attachments are fetched as the reader, so Confluence's own permissions apply. The app cannot check permission in advance, so the message only appears after the fetch fails.
#What to do
Grant those readers access to the page and its attachments in Confluence, or move the file to a page they can already see.
