What you are seeing
New File Upload shows only "Uploading is only available when editing a page."
#Why it happens
Uploading needs a page to attach to, and the macro is being configured outside a page edit.

Edit the page and configure the macro there, or attach the file to the page first and use Existing Page Attachment.
