Two people looking at the same space see different numbers.

## Why it happens

Live per-rule counts, list badges and the Recent violations table are searched as the signed-in user, so they only include content that person can see. The weekly cross-space snapshots are collected as the app and include everything the app can read.

## What to do

Expect the scorecards and the Top-spaces chart on the same screen to use different bases. The Dashboard footnote says so: "Cross-space figures are snapshots (up to a week old) and reflect content the app can read." For a like-for-like comparison, compare two people's live per-rule counts, not a live count against a snapshot chart.
