Total issues looks higher than the number of problem pages.

## Why it happens

Each rule contributes its own page count, and the counts are not deduplicated. A page failing three rules adds three to the total.

## What to do

Read the scorecards as "issues found across rules", not "pages with issues". Use a single rule's list to count affected pages for that rule.
