Stale content and Disallowed labels always show as passing in the Page Quality panel opened from the byline.

## Why it happens

Both need the page's version date and label list, which are only supplied when the panel is opened from Capable Search results.

## What to do

Open the Quality side panel from a Capable Search result to see those two rules evaluated for a page, or use the rule's own list.
