# Turned on "Restrict publish permissions" but everyone can still publish

**What you are seeing**

I turned on "Restrict publish permissions" but everyone can still publish.

## Why it happens

The restriction only takes effect when the Allowed publishers list has at least one person in it. Switched on with an empty list, publishing stays open to everyone with edit rights.

## What to do

Add at least one user to Allowed publishers (up to 50). There is no group option. You must name individual users.
